Monterrey: Entwicklung für wen?
In Monterrey, Mexiko, fängt am kommenden Montag, 18.3. die UNO-Konferenz zur Entwicklungsfinanzierung an. 40 Staatsoberhäupter von Bush bis Putin werden sich dort versammeln. Antikapitalistische antihierarchische (d.h. sich horizontal organisierende) Gruppen haben Proteste angekündigt. Und in Genf wird vor dem UNO-Hauptgebäude eine solidarische Kundgebung von Gruppen organisiert, die in Peoples´ Global Action aktiv sind.
Besonders in Kreisen von Nichtregierungsorganisationen (NGOs) spielt diese Konferenz eine wichtige Rolle. In zähen Verhandlungen haben sie einige kritische Punkte in das Konsensdokument zur Konferenz (Monterrey Consensus) eingebracht, z.B. dass Entwicklungszusammenarbeit 0,7 Prozent des Bruttosozialprodukts der Industriestaaten betragen soll. (Allerdings ist das Papier im üblichen UNO-Deutsch geschrieben mit einem Loblied auf Wachstum, mehr Welthandel und Global Governance). Eine weitere Forderung der Frauen-NGOs ist die Einrichtung von Gender Budgets, die Gestaltung von Haushalten unter Berücksichtigung der Geschlechterverhältnisse. Die NGOs organisieren zur Zeit (14.-16.3.) in Monterrey ein Globales Forum, an dem sich auch feministische Gruppen beteiligen, und diskutieren im Dialog mit VertreterInnen von IWF und Weltbank.
Aber nebst der Lobbyarbeit gibt es auch kritische Proteste von Basisbewegungen parallel zur Konferenz vom 18.3. bis zum 22.3., und zwar unter dem Motto (frei übersetzt): "Wir wollen keine Hilfe, wir wollen dass die Unterdrückung aufhört" . Koordiniert werden die antikapitalistischen Proteste gegen die Konferenz vom Coordinadora Apoyo Mutuo (Koordination gegenseitiger Unterstützung). Die mexikanische Presse nennt die AktivistInnen, die ohne Organisation und ohne klare Anführende die Globalisierung in Frage stellen, "Globalifóbicos" ("que sin una organización ni lìderes precisos, cuestionan las ventajas de la globalización"). Die Regierung hat die erwarteten GlobalisierungskritikerInnen in drei verschiedene Farben unterteilt: die Blauen hält sie für pazifistisch, sie vertreten bloß ihre Ideen; die Gelben zeigten schon eine Absicht die Obrigkeit in Frage zu stellen und suchten Provokationen während die Roten seien aggressiv. Es gibt Berichte dass die Regierung des Bundestaates Nuevo Leon einen elektrifizierten Zaun rund um das Konferenzgebäude aufstellt. Tausende riot cops und Soldaten werden in Monterrey patrouillieren, die Polizei soll mit Gummigeschossen ausgerüstet werden.
An der UNO-Konferenz werden etwa 40 Staatsoberhäupter sowie VertreterInnen der UNO, des IWF (Internationaler Währungsfonds), der Weltbank und der WTO (Welthandelsorganisation) teilnehmen. Selbst George W. Bush will am 21.3. in Mexiko auftauchen.
In letzter Zeit hat vor allem das Thema "Terrorismusbekämpfung" (andere nennen es Krieg) einen sehr großen Raum bei der UNO-Konferenzvorbereitung eingenommen, das letzte (vierte) Vorbereitungstreffen (Preparatory Committee, PrepCom) fand im Januar in New York statt. NGOs sind daher skeptisch, ob etwas Vernünftiges bei der Konferenz rauskommt (vor allem weil die Finanzierung für die in der "Millenniumserklärung" festgelegten hehren Ziele der Entwicklungszusammenarbeit nicht geklärt ist), wollen aber trotzdem versuchen den internationalen Entwicklungsfinanzierungsprozeß zu verbessern.
Wenn die Ausbeutung globalisiert ist, dann ist es unser Kampf auch.

The government of Nuevo Leon is putting up a fence in several kilometers in the area in which the event will be held. The local TV station has said that this fence will be electrified. On the other side of the fence, the police will be prepared with new weapons, most notably "ball guns", these guns have an impact similar to a boxing punch and each blow will leave a minimum of 35 cms of purple marks in the body of the person which received the blow.
For our part, three are the main complaints and the firm decision that a solution to human problems will not occur until there is a real break in the capitalist economy, which we have been subjected to and has time and time again proven its inefficiency. The three main points we want to expose, mainly, are:
a) Whatever decisions are reached in this event, are not representative of the interests of the real affected people of the capitalist system. It is us that have the least economic resources the ones who suffer the great evils of this world, and with that as a basis, we represent the majority of the population and we should decide for ourselves our destiny and not the people who are precisely the perpetrators of these evils: "the government and business men" (who actually are the same thieves).
b) The cost of this event could be destined to social projects and not to continue generating more exploitation. This is completely clear in the money spent on police weapons, all the remodeling being done in the city, and on top of it all, we are being told that this is all in our benefit.
c) All the resources destined to this event are paid with the sweat of millions of workers that are the real producers of this society.
We are also seeking that this information be spread, because the official system wants it to be kept secret and they are preparing. Scarce attendance to this event can be a brutal blow to the people in this city who are resisting. The campaign we are making has been named:
"We don't want to be given a hand, we want the hands stop oppressing us".
The proposals for the days of protest are:
Monday 18th: A protest, for which we require that each organization can bring the greater number of signs and anything that is destined to communicate to the rest of Monterrey society.
Tuesday 19th: A forum in which we will explore and analyze the situation of globalization in these days. For this you will be required to confirm your assistance and your desire to participate in said forum so a place can be reserved for you.
Wednesday 20th: Cultural day, for which we require that organizations related to cultural expressions inform us of their arrival and the type of activity they wish to do.
Thursday 21: A forum in which we will analyze the difference between the proposals of globalization and of internationalism that are promoted by antiglobalization groups.
Friday 22nd: There will be a march to close the days of the activities.
All the events to be realized will try to be in open spaces, destined to denounce and spread the ideas about resistance and the proposal about the current capitalist system. We ask of all the organizations to participate to confirm their assistance to see everything related to their security and housing. We are open to suggestions of any kind and if anyone decides to make a parallel activity to this one, you are free to do so, but we would like to make joint efforts so to cause more impact to the opposing activities.
Mutual Support Collective Coordinator is a social cluster that organizes horizontally and whose accords are taken on assemblies, denying the principle of verticality or hierarchies that limits the participation of people to resolve their own problems. Therefore, it exercises a direct democracy. It declares self-managed, because it doesn't pretend to get money or solutions by external organisms to the own society (the State, political parties, businessmen), because we believe that these groups are filters and direct agent of the problems we affront like: poverty, environmental problems, sexism or militarism. The economic power of just a few that results in a intolerant, excluding and non-equitative system.
Our action pretends to search a solution in the same society, therefore we declare ourselves antivanguardists and we deny to be the solution. We manifest the solidarity, the proposal of an equalitarian an new world as a solution to the actual crime that is performed against humanity, called Capitalism.
We are not a NGO, not a political party, and we don't pretend to be so. Our work is social without interference of authorities, be so the State or centralized organisms. In the Coordinator converge different groups and individuals. Groups that try to make an emancipator work inside the laboral and student fields, collectives that act in cultural works or individuals that, by their own account try to contribute with a solution, be it by means of zines or a lot more activities that human creativity can generate in pro of a better world.
Our work not only pretends to approach the activities in March, because our struggle is anticapitalist and, therefore, is much more durable than the activities coming soon.
